A veteran in the EMS business, Subhash Goyal was in ELCINA’s executive committee for the last four-five years, serving the industry in several capacities

Wednesday, October 09, 2013: At its 45th annual general meeting held in New Delhi on September 20, 2013, ELCINA Electronic Industries Association of India (ELCINA) elected Subhash Goyal, managing director, Digital Circuits Pvt Ltd, as president for the year 2013-14. Goyal was earlier the vice president of ELCINA.

Congratulating Goyal, T Vasu, the outgoing president and director of the group, says, “A first generation EMS player, Subhash Goyal will definitely take ELCINA to new heights.”
Says Ramesh Chopra, executive chairman, EFY Group, “Subhash Goyal, with his excellent academic background and vast experience in the field of electronics, is an excellent choice for the president of an association like ELCINA. I am sure the association, which has lined up various new activities to promote the electronics industry, will do very well in the coming years under Goyal’s guidance and able leadership.”
Subhash Goyal is a first generation entrepreneur with vast experience in electronics manufacturing services. He is a graduate in electronics and communication engineering from Punjab Engineering College, Chandigarh, and holds an MBA from the All India Management Association. He worked at Instrumentation Ltd, Kota, for 12 years, where he gained experience in the field of design, engineering, production, quality control and planning. He has undergone specialised training with Foster Cambridge (UK) in PCB testing and designing of test jigs.
Goyal set up Digital Circuits Pvt Ltd, a leading electronics manufacturing services (EMS) provider headquartered in Bengaluru. It has manufacturing units in Bengaluru, Mysore, Baddi (Himachal Pradesh), Rudrapur (Uttaranchal) and Pune. “Subhash Goyal is a veteran in the EMS business.
He has spent the last four-five years in ELCINA’s executive committee, serving the industry in several capacities. His holistic understanding of the business and policy apparatus, combined with his passion for electronics, will help the industry immensely,” says Vinod Sharma, managing director, Deki Electronics.

The National Policy on Electronics (NPE) has opened up many opportunities for electronics manufacturing in the country. But the real benefit of these policy measures will reach the industry only if they are implemented in the true spirit.
ELCINA has taken up the challenge of acting as a bridge between the industry and the government. On the one hand, ELCINA has to take these policy measures to the members and other potential investors to improve their awareness about major initiatives like EMC, M-SIPS, PMA (put on hold, partially), certification, etc.
We have opened special help desks at ELCINA House to help and guide industry about these provisions so that they can derive the maximum benefit from them. On the other hand, ELCINA has to understand the difficulties and hurdles faced by the industry in the implementation of these policy measures, analyse these problems and take them up with the government, along with suggestions on how to remove these hurdles. ELCINA is also making an immense effort to establish EMCs to attract investors for electronics manufacturing. Three such ELCINA clusters are in various stages of progress.
We are showcasing these clusters abroad to attract foreign investments. ELCINA is planning to send industry delegations to Taiwan, Hong Kong, Japan and other European countries to participate in trade shows and deliberate with their trade associations on a one-to-one basis. We are also in discussions with members of foreign associations to foster JVs with Indian partners. ELCINA will play a more aggressive role in formulating standards for the certification of electronic products and to establish norms.
It will also help create curricula for the development of skilled manpower for the growing needs of the industry, and collect data about various segments and products to help both the government and industry take decisions. It is planning to increase its activities of organising seminars and mini shows to bring buyers and sellers face to face for the growth of business.
In addition to the NPE, many state governments have come up with their own electronics policies. ELCINA is joining hands with these state governments also to showcase these incentives to the investors.
