Odisha govt to appeal for inclusion under EDSM training scheme

Monday, December 30, 2013: If reports are to be believed, the Odisha government will be appealing to the Centre to get included under the newly approved ‘Scheme for financial assistance to select six states or Union territories for skill development in Electronics System Design and Manufacturing (ESDM) sector’.

An official close to the matter told Business Standard, “IT department in collaboration with state Employment and Technical Education & Training department will submit a proposal to the Government of India for availing the facilities of the scheme.” This decision was taken at a meeting, which was chaired by the state IT minister, Pratap Keshari Deb.

If this happens, reportedly 15000 persons will be profiting in the state. This is because the Union government has set a goal to train 90000 persons in select six states or Union territories across the country in the coming four years. The estimated grant from the Centre is expected to be around Rs 1000 million from the total Rs 1137.7 million.

75 per cent financial assistance will be provided of the course fees that include various skill development courses in electronics. These courses have to be recognised by any of these three organisations namely National Institute of Electronics and Information Technology (NIELIT, Electronic Sector Skill Council of India and Telecom Sector Skill Council of India. The balance is to be paid by the student.

This new scheme will help students at IX/X standards onwards, Industrial Training Institutes, polytechnics and unemployed youths etc.

In order to boost the Electronic System Design and Manufacturing (ESDM) sector, the Union government has formulated a Nation Policy on Electronic 2012. It has been done with the aim to create a globally competitive ecosystem for the ESDM sector in the country so they can attain a turnover of $ 400 billion by 2020 and also employ 27.8 million by 2020.

The policy initiations that have been taken over by the Union government include setting up of semi-conductor lab in the country, electronic manufacturing clusters, preference for domestically manufactures goods, modification of special incentive package scheme (M-SIPS) etc.
