Panel constituted for 4G, Electronic security and surveillance

Wednesday, August 21, 2013: The Andhra Pradesh State Government has established a committee for the purpose of examining issues such as land required for ground-based mast poles meant for implementation of city surveillance camera network, right of way (ROW) and duct system. The fourth generation broadband wireless access services (4G) and electronic security and surveillance system is due to be rolled out in the state by the telecom firm Reliance Jio Infocomm Limited.

Through the issue of necessary orders for the purpose of analyzing the proposal of technical, feasibility costs and designing of duct and other issues, the Municipal Administration and Urban Development (MAUD) department established the committee recently.

The committee comprises GHMC Commissioner as the Chairman, Engineer-in-Chief of HMWSS&B, Roads and Buildings, Public Health, Chief Engineer of Hyderabad Metro Rail Limited as members where the GHMC Engineer-in-Chief is the member/convener.

In the previous month, a meeting was convened by the IT&C department with regard to the issue of rollout of broadband wireless access services across India and the implementation of the process of deploying 4G broadband wireless access services in the state. This is supposed to act as a catalyst in the economic growth of the state, especially with respect to electronic surveillance, improved e-governance, tele-education, improved health care using tele-medicine, access to information and entertainment – anytime, anywhere on any device throughout the state.

But, implementation requires land for ground-based mast poles meant for implementation of city surveillance camera network apart from Right of Way (ROW) permission for laying Optic Fiber Cable using a mix of HDD horizontal directional drilling and open trenching techniques along with the permission for carrying out self-restoration by the company.

In the meeting, the issue of ducting was discussed, ROW was said to be conditional and not absolute or free. Road cutting permission can be granted as per the rules if ducting becomes infeasible. Ducting cost is payable as rent for capital works and O&M.

In addition to it, there are other issues such as the lease of government lands for locating ground-based masts/towers and permission for aerial cabling, including installation of poles as well as use of existing poles (municipal and AP Transco). Following the directions of the Supreme Court of India, the proposed sites for towers will be inspected in accordance with the rules.
