Draft policy to promote fabless design

pcbMonday, June 30, 2014: A Round Table Conference was held at DeitY on 16th April 2014 under the chairmanship of Secretary and was attended by key officials from the government and the industry including Dr. Ajay Kumar, Joint Secretary, Shri K R Vaidheewaran, Dept of Expenditure; Shri Amitabh Kumar, TRU, Ministry of Finance; Shri Debashis Dutta, GC, DeitY; Shri R K Gupta, Planning Commission, Shri Ramashray Prasad, Director, DeitY; Shri Rajiv Jain, IESA; Shri Jaswinder Ahuja, Cadence Design; Shri P K Das, STPI Bangalore; Ms. Bishakha Bhattacharya, NASSCOM and Shri Rishi Sirohi, Consultant, DeitY

The draft policy has the following objectives:

– to take VLSI, chip design, board design etc. to a turnover of USD 55 billion by 2020.
– to develop IP in the electronics and nano-electronics.
– to develop core competencies in strategic and core infrastructure sectors: Defence, Space, Atomic Energy, Telecom, Power, Railways etc.
– to develop electronics products to improve productivity, efficiency etc. in other sectors.
– to develop electronic products for domestic needs, including rural, and conditions, as well as international needs at affordable price points.
The main strategies outlined in the draft policy are as follows:
– to create Synergies with Semiconductor Wafer fab project
– to create infrastructure to support fabless design
– Financial/Fiscal Incentives to facilitate funding for Fabless Design
– to create market for local Fabless design
– to create academia-industry linkages
– to develop standards
– to strengthen IP regime
– to market India as a destination of fabless design
– to promote Exports in Fabless Design; Provide export incentives
– to develop International Collaborations .

All participants emphasized the need to create a special policy to promote the fables design industry in the country. It was agreed that the stakeholders may send their comments within a fortnight. Thereafter, DeitY would compile the comments received, consider those and place the policy for approval of the Government.
