MoRTH Amends 2 Schemes To Exempt EVs From Carrying Permits

Extending its efforts to ease the process of switching to clean mobility, the Ministry of Road Transport and Highways (MoRTH) has recently issued a notification amending two schemes.

As per the amendment, electric vehicles and vehicles run on methanol, ethanol will be exempted from carrying permits.

The Rent-a-Cab (Amendment) Scheme, 2021 and Rent a Motorcycle (Amendment) Scheme, 2021 will come into force “to facilitate the operation of battery operated vehicles and vehicles driven on methanol and ethanol.”

As per the two separate government notifications dated August 5, 2021, “It shall come into force on the date of its publication in the Official Gazette.”

“In exercise of the powers conferred by section 75 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the following scheme further to amend the Rent a Motorcycle Scheme, 1997,” the Ministry said in a statement.

“In the Rent a Motorcycle Scheme, 1997, in paragraph 1, in clause (iii), after the words and figures ―section 74 of the Act‖, the following shall be inserted, namely: and the battery operated motorcycles and motor cycles driven on methanol and ethanol exempted from the provisions of section 66 of the Act,‖,” it further clarified.

“In the Rent-a-Cab Scheme, 1989, in paragraph 1, in clause (3), after the words and figures ―section 88 of the Act‖, the following shall be inserted, namely: – ―and the battery operated motor cabs and motor cabs driven on methanol and ethanol exempted from the provisions of section 66 of the Act,” said the notification.

“The Ministry had received representations from a few states regarding issues in implementing the two schemes, because of the exemption given to these vehicles from the requirement of permit,” MoRTH said.
